Though the Panchayati Raj Act is meant for devolution of powers, the purpose of the Act is not fulfilled i.e. for the people. It’s absolutely. It has been a law of collective loot by officials and panchayat administrators. I have already written this law many times in makkal adhikaram . Local government laws need to be changed. Laws need to be changed according to the times.
In those days people lived with a conscience. Now people live without a conscience. Therefore, these laws are of no use to the villagers. People did not even come to the Gram Sabha meetings to ask questions. In some villages, 10 or 20 people hold Gram Sabha meetings. In some villages, the gram sabha did not even hold a meeting. In a village, only four or five people ask questions. Why us? Want to hear and take a bad name? You may not be good at all. People’s mindset has changed.
If there is a mistake, people will gather to ask for that mistake. Now the crowd is gathering for the wrongdoers. What share will we get and how much will we get? This is how the villages have changed. It does not matter how much the selfishness of the people is bad. The political parties are disguising themselves as good people that they can live peacefully by looting the property of the village.
So, these officials have been a bunch of people in the local government who are paying their salaries. In those days, the district collectors would pick up the phone of journalists immediately. Even though I am in a meeting, I am in a meeting. They even say, I will call you later. There are no such journalists now. There are no district collectors.
Tiruvallur District Collector Prabhu Shankar will not pick up the phone. Why don’t you know that? Can you come and talk in person to tell you everything? If a government official calls, you have to pick it up. It is wrong not to take. It is important to remember that even if you are a District Collector, you are drawing a government salary. The Grama Sabha meeting was held. In Prayankuppam village, the gram panchayat office was locked.
I looked around and though the saree village was not the only village in these villages, it looked like a gram sabha meeting. People were talking about their problems directly. Similarly, in many villages like Ekattur, Putumavilangu, Vidayur and Kadambathur, only Grama Sabha meetings were held. Gram Sabha meetings were held mostly without 10 or even 20 people. What is this for? Such a Grama Sabha meeting! RS: 10,000,. RS: 15,000 to write the account of the Grama Sabha meeting and go away?
Here’s a funny laugh! An IAS officer has been appointed for this panchayat administration alone. Tiruvallur district has more than four IAS officers. When I worked as a reporter, there was a district collector. His administration was so good that now there are more than four district collectors.
What’s the point of it? They are taking salaries and wasting people’s tax money. There are not so many panchayat scams when there is a district collector. If more than four IAS officers from every district can’t fix all this! It is in vain that they studied IAS.
